From observations in the past months, security forces in the city have done a very small progress regarding children and civilian kidnapping .This matter is of great importance to destroy the financial support of terrorist .Last week only we heard about five kidnapping accidents, a ransom for only one of them was 90000$ for returning a little boy to his parents.
The target boy doesn't have to be from a rich family. They kidnap children randomly, just on the basis of how they dress.
fear of being targeted again - and low expectations of getting help from Iraqi security forces keeps many families from turning to the police, who are absent from most neighborhoods anyway. Also, they cannot seek assistance from the US military, whose troops aren't trained to deal with crime, and getting their help means death for the kidnapped person.
Most of the family fled to Dohuk, in northern Iraq, in the formerly Kurdish autonomous region, where crime never spiraled out of control the way it has done here. This is the first time we've ever seen this happen here in Mosul; there were no such things before.
Several families who acknowledged being victims of kidnappings and abduction attempts declined to be interviewed during visits to their homes, fearing additional problems. There has also been a sharp increase of abductions of women, but that many such crimes are not reported.
Leaving these accidents without solutions and focusing only on violence and terrorist actions will solve only a single side of the problem , because terrorists will own an economic support from ransom , then they can hire a lot of criminals to finish their jobs.
Also, leaving the city economy retreating back, most of the markets are closed most of the time, roads are blocked, and thousands of jobless people. All these things give the terrorism phenomena good chances for wining the poor, and the non- educated people to plant a road side bomb or to explode a bomb-car in any street randomly and get few hundreds of dollars as a prize.
It's hard to get statistics and reports from the police stations, because they don’t have it.
My understanding is that we are living in a postwar situation, and the police don't want things to look bad for the Americans.
Economy was always the effective factor in improving security in any society in the world. It's a free advice for security forces to take it seriously and pay more attention in securing city from kidnappers, by showing them arrested on TV screens and giving a push in developing anti-kidnapping teams as a quick response in solving the problem.
